There could be any number of explanations as to why you can't pay, but if you won't describe what's going wrong when you attempt to pay, or give us any indication as to what error messages you're getting when you try to make payment, then it's going to be virtually impossible for anybody to tell you with any degree of accuracy the exact reason why you cannot make payment. However, I've included some possible scenarios to start you off. Do any of these apply to you?
1. If the item is being sold by an overseas seller and he or she does not offer an international postage option on the listng, or posts to overseas destinations but has chosen to specifically block buyers with a primary address in the British Isles, then you will not be able to make payment for the item.
2. If your account has been hit by two or more Unpaid Item Strikes during the past twelve months then you will find it almost impossible to purchase anything on eBay until the Unpaid Item Strikes have expired, as most savvy sellers deliberately set their selling preferences up to block timewasters with two or more Unpaid Item Strikes earned during the past twelve months.
3. If you have been involved with the seller previously and the transaction didn't go well then the seller may have added your User ID to his or her Blocked Bidders List. If this is indeed the case you would have seen a message saying something along the lines of "Sorry, you can't buy from this seller right now", in which case you won't be able to purchase anything from that seller unless he or she decides to remove your User ID from his or her Blocked Bidders List.
4. If you haven't got any money in your PayPal account and you've got a card registered on your PayPal account but the card has expired then it will not be possible to make payment. If you have enough money in your bank or building society account then select the option at Checkout to use your bank or building society balance to pay for the item. You will have to log in if your PayPal account is not linked up for instant payments, but even so you should still be able to pay if you have got the funds to cover the payment so long as you can truthfully say that options 1 - 3 are not applicable in your case.
In the event that none of the scenarios I've suggested above would account for why you cannot pay then please post back here with some more details as to what kind of error messages you are getting when you attempt to make payment, as with that additional information it ought to be possible for somebody to post up a response that provides you with the correct reason as to what the cause of the problem is, in which case it may also be possible for him or her to suggest something which subsequently results in a solution to the problems you are currently experiencing with regards to making payment for items that you want to purchase.
