Trying to get a refund

I purchased a  spare for my boiler on 31st March which turned out to be not the right part. I started a return for it on 14th April with a label sent by ebay. On 1st may, ebay asked  if I had been refunded and I replied in the negative and contacted the seller who asked for the tracking number,which I could not find at that time but found subsequently. I messaged the seller a couple more times asking for refund. Meanwhile Ebay closed the return on 19th May! Finally I found the tracking number and found it has been delivered to the Post office sorting office local to the seller and that is were it still was. I spoke again with the seller who said I needed to claim from post office. I duely did this and have today received a letter fomr teh post office saying, "I am not ableto accept your claim for compensationas teh service used was a prepaid contract service and all calims must be made by by teh contract holder. I do recommend that you contact them to discuss this issue further" 

How do I contact ebay as the contract holder to discuss further please?

You will need to make this a Paypal claim.
Go directly to your Paypal account.
On the Summary page click the circle with 3 dots in it and choose go to resolution centre at the bottom of the drop down menu.
Then use the report a problem button.
If at any point it trys to send you back to ebay scroll around for a small link to continue with paypal.

 

You only need to report item not as described returned to seller xx date,tracking number.
Also put tracking number anywhere on form as needed.
2 Days later log directly into Paypal again and escalate your case to a full claim.
If you used a card to fund payment you need to see contact details on Paypal site and use a phone option have the details from confirmation emails to hand.
