No such thing, Ebay doesn't shipanywhere, they may mean Global Shipping but that is a service offered by the Seller. If seller will not ship to UK you cannot make them.

Plenty of sellers in the UK who are scared to ship  to Northern Ireland and Scotland, let alone going out into the real World.

If shipping to UK is not on the listing, you cannot buy....if you do click to buy you will not be able to pay.....the seller would be able to open a non payment case and you would get a strike on your account....

as you only joined a few days ago,reading all about buying and selling found at seller centre ( link at bottom of page) would be of great benefit to you...

It means exactly that.  That,   that seller will not post to the UK.

Many sellers,  here and  all over the world,  are now having to review  their postage destinations , as some countries are completely banned,  some have extreme  late postal delivery times,  because of Covid 19. 

You cannot buy from that seller.
