Seller cancelled after I paid and then relisted the same item, is this alllowed ?

After winning a recent auction I paid for the goods by PayPal only to have the transaction cancelled by the seller with the below message:
Hi I’m sorry I’ve cancelled the item as they didn’t fetch as much as I had hoped for them and tbh I didn’t realise the auction was up good luck finding what your after and sorry to mess you about I’ve relisted the lights
Is this kind of time-wasting common? and is there a method to warn others of this kind of mis use , Nb I know about feedback.

Only way to warn others is through Feedback ... Just leave a neg with , Seller refused to sell after winning bid .. Truthful and to the point
