If you've received a message from Ebay telling you the transaction has been cancelled and that you've been refunded, you've been refunded. The transaction details in your Purchase History will tell you that too.
Refunds go back to source and are not instant. If you paid by debit card, it will take up to 7 days to clear into your bank account. If by credit card, it may take up to 30 days to appear on your cc statement (depends entirely on your billing cycle). These are the banking industry norms, and have nothing at all to do with Ebay or the seller.
