Problem with a comprised account! Please help me?!

I tried to buy an amazon Alexa from eBay at a very low price. I thought this was too good to be true. 
I received a message from eBay to say the account had been compromised and the listing had been removed so the transaction had been cancelled.
I have checked my bank account and the money has still gone out. When I attempt to get a refund, eBay says the item has not been paid for! I have no idea what to do about it so any help would be great?! 
I have tried contacting the seller but have had no response.

These are criminals so you won't get a response from them.

You may need to wait 10 days but then you can

Open a case in Paypal for 'Item not Received'

You have 180 days to open a case from the last estimated delivery date.

Log on to your Paypal account and find the transaction.

Click on the button next to it 'Resolve a problem'.

Ignore any promps to open a case in ebay.

The case you need to open is 'Not Received'

You will need to return to the case between 2 and 20 days later to escalate the case.

I did not pay from my paypal account, I paid direct on eBay and I’m there is no transactions on my paypal account. I just checked

If you paid seller direct, then nothing ebay will do.
If you paid via ebay checkout, paypal process card payments, so covered by MBG.

I did pay through eBay but I have checked my paypal account and there are no transactions... where will I find it?

Give Paypal a call and ask if they will open a case for you.
