Item shows arrived but I didn’t receive it

Hi all,

i purchased and expensive cell phone on eBay, the seller provided me tracking number a day after i purchased however the tracking number wasn't tracable on Royal Mail website at all.anyway after 1 week i could track it. On 13th may i received a notification that item has been delivered.https://ibb.co/ZNySSMN 

when i checked the tracking on Royal Mail, it shows that item been delivered at 6am!! Which is so weird timing for delivery a parcel and never ever happened before specially my local posts always comes after 8am at least, also who is even awake at 6am for delivery?? That is odd.

also on the Royal Mail website only shows that been delivered but i cannot see any name of receiver or any signature at all. I even cannot see my address or post code,only shows delivered and the post code is the royal mail depot wich is 600mtr away from my actual address!

i opened a case and spoke to seller however i am waiting for more info from seller as he contacted to the Royal Mail to see what is going on.now what is going to happen?? I spoke to few people and they say if seller providing tracking number and if it shows item has been delivered then simply i loose the case and cannot ask for replacement or a refund!!! This is so unfair!! Because I never recieved this item and I don't know the postman where and to who has delivered the item!! And at 6 am?? 

What i can do? Can Royal Mail provide more detail of this ? Are they have GPS to check? I tried to raise a claim or help from Royal Mail but only they answer to seller and sender not the buyer! 

I even spoke to eBay representative, open of them told me he can assure me i will get refund because there is a distance from delivery point showing on tracking number to your actual address.but another representative said no and i will loose! And i have to personally ask Royal Mail to make investigation based on DENIAL OF RECIEPT for the delivery! 

Anyone experienced can help please?

Unfortunately it is already 1 week past and nothing came. May I kindly ask you to drop me the detail please? Is the person can follow up on my area?

This is absolutely unfair. Only providing tracking number is useless no? Because this parcel could be with anyone .i mean the point of this is to track the item and recieved to the buyer hand otherwise what is the point?

The manager in eBay told me I need to contact and email post office customer service and tell the, about denial of receipt and make an investigation about the item and if they give me the letter says the parcel lost or none delivered or even left in unsafe place then we definitely refund you

I've had a similar situation and when I spoke to Royal Mail they said they don't start till delivering until 7 am.

 After a few days the parcel arrived and found out that the depot had signed in the item all wrong,and it was that delivery to depot station that had shown as being delivered. Same thing also happened for my sister, and she had went and knocked on all the doors around our house but it also arrived later. If it doesn't get delivered in next day days PM me and can give you a name and email address for a senior member of Royal Mail whose pretty good at getting things sorted quickly.
