Item says it hasn't been paid for yet, when I clearly have?

I recently bought clippers 

It's been nearly 2 weeks and nothing has shown, so I checked the seller and noticed his feedback had dropped masively in the past month by about 40 negatives. I know I've been scammed, but when I got to open a case on ebay, I get the message that the item has not been paid for yet. This is not the case. I've checked my online bank account, and it clearly states the money has been taken out. What can I do here? Is there any way I can contact ebay to get my money back? I am not happy about this at all.

Not through my Paypal account. It's taken the money through my bank account via direct debit. The money taken is showing on my bank statement online. I've no way to contact ebay either, so I'm hoping my bank could help?

With 40 negatives I would imagine  they may well have been removed by eBay,  and so you are getting this non payment notification.

Put in a claim for item not received with Paypal,  and  escalate after 2 days and before 20 for a refund.

Does payment show in your paypal account? If it does, is there the option to cancel? Relying on your bank account only shows it has been taken out, it does not mean that the payment has not gone into limbo and not got to the seller. So long as the payment shows in paypal then you can open a Not Received case there. Rather weird ebay still shows as a Top Rated Seller even though by making their feedback private they are no longer selling.
