Regarding the above, surely if an item is listed as the above it implies that the item "could possibly be repaired"?
If however the listing was "parts only" this implies something quite different.. I make an educated guess (not always correct) whether to buy a phone listed as "spares or repair" on questions I ask the seller via the 'message the seller' option.
So, to be clear. The seller can tell you whatever he/she wants to push the sale through? Or am I missing something!

You are missing the fact that almost anything can be repaired with sufficient effort and expense!
Only the buyer can judge whether whether they have the skills and resources to repair an item, and whether it's worth doing.
Regular buyers of items for restoration, like myself, understand this. We also understand that sometimes an item will prove to be too far gone for repair, and keep it for parts only. The big problem today is a new breed of buyers who take a gamble on being able to fix an item, and look for an excuse to claim a refund if they can't.
Sellers most definitely can't "tell you anything they want to push the sale through". On the contrary, this has forced sellers to list items without any explanation of the faults. If they claim that any part of it is undamaged or still working, all the buyer has to do is dispute this to get a full refund through eBay. This is frustrating for sellers, who get a poor price, and for buyers, for whom it's often impossible to judge whether an item is repairable. Like so much else on eBay, this situation has been brought about by the actions of other members.
