I asked for refund & told case closed do I still send item back & get a refund

 I asked for a refund for buying a pair of shoes advertised as a 7 but they were realy a  more size 6 so no use to me  I asked for a return item  then told by ebay case closed . . do I send item back & will I get refund

It all depended on what it said on the shoes, if it said Size 7 then they are as described, the fact that they may be too small, makes it a change of mind return and if seller says No returns then that is what it means. Sending them back will just be wasting your money as you will not get a return. Sell them on yourself, but make sure you point out that although size 7 you found them too small.

You lost the Case if a Private Seller with a No Returns Policy. They do not have to accept Returns that do Not Fit. You bought a Size 7 and Received a Size 7.

Check the Sellers Return Policy. Does it say NO Returns?

Only Registered Business Sellers have to Accept Change of Mind Returns within 30 days.

Be aware that you would have to Pay the Return Tracked Postage Costs with any PayPal Case.

Avoid the crones and open a claim in paypal for item not as described but only do so if seller advertised them as a certain size and you have GOOD reason/proof to believe they are a different size.
