How do I stop these emails from coming in?

I think that eBay might have now solved the problem of the buyer not paying up and eBay will reimbuse the money I paid to eBay or relist the advert for me for free.

If a buyer fails to pay for the item then eBay will only reimburse your fees if you open an Unpaid Item Dispute and end up closing it without having received payment from the buyer.  You would then get your Final Value Fees refunded in full and the timewaster's account would end up being hit with an Unpaid Item Strike.  If the buyer were to get two or more Unpaid Item Strikes within the space of twelve months then he/she would find it next to impossible to buy anything on eBay until the strikes expire.

eBay will only relist the advert for you if you either list sometihing for sale using the Buy It Now option, in which case the advert just keeps on relisting automatically if it doesn't sell unless somebody either purchases the item, or you end the listing manually and remove it from the site.  If you're listing an item for sale using the Auction format then the only way that eBay would automatically relist the item for you would be if you had selected the option on the template that states "Automatically Relist This Item If It Doesn't Sell", although you wouldn't necessarily get the relisting for free.  If you'd made use of any extra features, such as the option to use the function to allow buyers to zoom in on your listings, or wanted your item to show up in more than one category, then you would have to pay for all of those extras, so even if the item did relist you wouldn't necessarily get an automatic relist completely free of charge.  eBay aren't hosting your listings for you as a charity - they're in it to make money, so they're not exactly going to allow everybody to list their items free of charge and pay for the listings themselves.

2. The entire system is automated. The Ebay selling fee will only be credited back to your Ebay account if you open an Unpaid Item case within 32 days of purchase, and mark it as 'unpaid' 4 days later.  (That will give the non-payer a UI strike on their account, and you'll be free to relist.) If you fail to follow this procedure, you will have to pay the selling fee.
