Has anyone ever experienced an additional charge when buying on e bay.

Hi 

I am looking for some help contacting paypal as i have been trying unsuccesfully for the last month to query a significant overpayment. I bought an item from a buyer in Japan and when i checked the transaction it was 300 pounds more than what i had offered. I was told to phone them but keep on getting disconnected and their e mail customer services are telling me i need to speak to them so can not help.  I have also contacted e bay help and they are unwilling to help until i have spoken to paypal.  I have sent the item back as was so fed up but i was not refunded the full amount.  Any ideas would be very welcome

Was the seller enrolled in the GSP?  Your offer would not include any shipping 

neither would it include any import taxes
