as you say you opened a change of mind case - obviously the private seller refused to accept the return.
The neg you left is still there as is the false positive the seller left you.
Ebay rarely side with the seller for not-as-described. As you've provided no useful details, I can only guess at the reason: You were out of time to open a case or return request that you could escalate to Ebay, or you opened a return request for the wrong reason, or you failed to follow the case or return request instructions, or you opened a case for item-not-received by mistake. Which of these was it...?
Private sellers do not have to accept change-of mind returns, which is why the return request automatically closed.
The not-as-described option is definitely on the list you're presented with when you open a return request, so I'm not sure how you missed it. But as you did, all you can do now is open a case with PayPal or wth your card provider. Ebay can't help you unless you properly use the tools they supply.

EBay never sees the items concerned, and it's policy is to take the buyer's word against the seller's for complaints.
This means that it's almost impossible for the buyer to lose, unless you didn't follow the procedure or timescales correctly. It's hard to know what you did wrong, as the sale is too recent to have been outside eBay's time limits. Did you open the correct type of case, "item not as described"? Or close it yourself, by mistake?
Otherwise, you may still be able to appeal the decision to eBay, but as you say the option is to open a case under PayPal's buyer protection policy.
