It depends on who you purchased from. It is only UK business sellers who have to accept order cancellations. Private sellers and international sellers do not.

In future, make absolutely sure you want an item before buying or bidding, let alone paying, as cancellations cost sellers money. As such, you can expect to find yourself added to this seller's Blocked Bidders List (and possibly the BBLs of every seller reading this thread).

If you want to return the item when you receive it, bear in mind that change of mind returns are at buyer's expense. So you might want to reconsider, and sell the item on yourself.

When you receive the item open a returns case in the eBay Resolution Centre, stating that you changed your mind after purchasing the item and would therefore like to return it for a refund.  The seller ought to accept the return request and send you an eBay returns label so that you can send the item back again.  Once the seller has received the item back then he/she ought to refund the money that you paid for the item; however, if the seller doesn't respond to the case, or simply refuses to give you your money back then escalate the case to eBay as soon as you get the chance and they'll force a refund, in which case you'll receive a total refund of the money that you paid for the item.
