there is nothing you can do,
sellers can block whoever thet like, for whatever reason they like,
and there is absolutely nothing you can do to change this
only you and that seller know you are blocked from buying their items, it has no other affect on your account
according to your feedback left you have never had any problems.
If a seller is selling a fake it's only fair to warn others.
If you've been blocked by a seller but you don't know the reason WHY then just set up what I call a 'ghost account'. Using the English spelling of my name (not to mention another email address), I set one up to buy stuff from those sellers who, for some daft reason, won't accept bids or offers otherwise. I tried using the email address I use for my Google account but, because that was used before, eBay won't let me - b******s!
Nothing. Sellers can block whoever they like, just like a High Street shop or restaurant can refuse to serve whoever they like. That your 2017 complaint may have been justified is irrelevant.
Selling on Ebay is extremely tough, so sellers have to do whatever they feel is necessary to protect their accounts and livelihoods. That quite naturally includes blocking buyers they've had problems with in the past. They can also block buyer types they're likely to have problems with (like non-payers, or those who make insulting offers).

Sellers can block whoever they want.
You could message her ask to be removed from blocked bidders, but she doesn't have to.
