Unable to send offers to watchers Android app

As of this morning,  I'm unable to send out offers to Watchers on eBay app on Android - I can fill out the fields as normal, but when submit is pressed I get a red cross and "offer not sent". Anyone else experiencing this ? Thanks

Might be Friday maintenance, I'm having trouble changing offer settings.

'Add or review discounts' has appeared at the bottom of the drop-down so they are messing about with offers.
