The seller is a private seller but looking at his listings and sold items, he clearly should be registered as a business seller.
How do I report this seller?

You can't, and you need to remove his username from your post.
(It's an ongoing issue that eBay do not address.)

Ive tried that but when selecting report seller noodledoodleman it does not give me an option to report private account. is it best to just contact HMRC?

You have to select 'other' as mentioned.
You are best to quote Ebay policies as the decision is AI generated unless you write war and peace and then you may get a human to look at it.
By all means contact HMRC if you wish.
You cannot keep naming the seller though. That is against the rules.

You can't and ebay don't care anyway.
As long as they are continuing to milk the rule and abiding business sellers they are rubbing their hands with
glee and wondering how many other secret charges they can get away with.
