GPSR Guernsey and Jersey are included in the Europe list, along with other countries ......

So over the weekend i closed all my listings off to Europe because of the new  GPSR regulations. I had a customer in USA asking if i ship there so i checked my listings to see if USA was still there for the Global Shipping Scheme. Yes it is so that was fine.

 

What wasn't fine is that blocking off Europe and Northern Ireland i have also it seems that also blocked off Guernsey and Jersey which we have no problems sending to. There are also other countries now blocked that are probably not in the European trading block but are being classed as Europe.

 

I am now when i get time going to have to go through each postage template again to add the Channel Island back onto my posting places..... thanks Ebay 😀

 

Does anyone have a full list of which European countries are implementing the GPSR and which aren't? So that we dont have to block as many off , and why have Ebay lumped Guernsey and Jersey into Europe..... its bad enough losing Northern Ireland.

The countries it definitely applies to are the EU27 and Northern Ireland:

 

Austria

Belgium

Bulgaria

Croatia

Cyprus

Czech Republic

Denmark

Estonia

Finland

France

Germany

Greece

Hungary

Ireland

Italy

Latvia

Lithuania

Luxembourg

Malta

Netherlands

Northern Ireland

Poland

Portugal

Romania

Slovakia

Slovenia

Spain

Sweden

 

There are three countries - Iceland, Liechtenstein and Norway - that are not in the EU but are in the EEA. This means they are in the EU's single market for the free movement of goods so GPSR very likely applies to these three countries as well.

 

Finally, Turkey is not a member of the EU nor the EEA but is in a customs union with the EU for most goods. This means EU product safety legislation has been adopted by Turkey - I have no idea if this includes the GPSR or not.

Give me ambiguity or give me something else.

I went through european countries individually but left the Channel islands unticked as I'm sure they are not part of the EU,shame about NI but I don't have many buyers from there anyway.

You know I looked at Wikipedia for insight into Guernsey and Jersey and they are not part of the United Kingdom nor are they in the European Union nor the Commonwealth. They are not even part of the Channel Islands as a political entity: they are self-governing Crown Dependencies which boils down to being very wealthy tax havens.

Seems such a shame to knock off nearly all the world.

I do have a lot of buyers who buy from me there. 
with Depop the other one I’m on. There’s a toggle wo switch off the rest of the world as well as folksy all you need to do there is leave the box blank and it comes as do not deliver there.

If it’s GPSR related it’s just the EU and NI you need to remove.

 

Channel Islands (which the OP was discussing) are not part of the EU and GPSR doesn’t it apply.

 

Australia and Nee Zealand certainly don’t apply!

 

That’s not to say there aren’t other complications that could cause issues with other countries but GPSR only affects EU and NI. A list of EU countries is a Google away

I didn't notice this error.

 

eBay have actually included "Channel Islands" in the UK Domestic postage list, but then put "Guernsey" and "Jersey" in the European postage list.  I don't know which one takes precedence.  I have gone through and done them all again.

I am just confused. I tried to close off Europe only but it seems to have stopped me selling anything via GSP.  Is there a work round this so I can ship still to USA, Australia, China etc with GSP but not Europe.

It is good to see a definitive list of which countries are included.  Hopefully we will find out more about those other 4 countries soon. Best to keep them included as Europe for now then.

Switzerland isn't a member of the EEA. Swiss nationals can live, work and move freely throughout the EU (Schengen Area) but there is no free movement of goods between Switzerland and the EU other than agricultural products (which are specifically exempted in the GPSRs).

 

Switzerland are expected to update their own product safety regulations which were enacted in 2005 but based on Directive 2001/95/EC next year. Just like the UK's PSMA this seems to be a retaliatory move. I only wish I could find the link where I read about it now...

I am sure I had heard recently that Switzerland were considering adopting GPSR to be consistent with the other three members of EFTA  who also constitute the non-EU members of the EEA.  I guess only time will tell.

I switched my EU and NI off in November. The weird thing is I’ve had 3 NI sales in the past month and now have a Germany all were switched off. 
I don’t want to be sued to send to Germany I’m not on GSP anymore. 
I’ve also had to resend a package as buyer claimed she had not received the items she bought middle of December also to NI.

You might want to check your postage policies. I've just looked at a few of your items - they all have postage set to United Kingdom but Northern Ireland is not excluded:

The German one is weird, though. What was the delivery service that was shown? If Germany is excluded and you're not using GSP I can't see how a German buyer was able to select a delivery method. The fact a German buyer was able to purchase an item that should not have been available to purchase by them might explain something I have been wondering about, though.

I appreciate the knowledge base on' numerous posts on this subject but does anyone know how the Ebay platform is setting it out?

 

I have done and had double checked (thank you) my EU & NI exclusions, so as I believe Switzerland and Turkey are the only exceptions. 

 

Yet had my second hidden listing this year in 2025 for non compliance to EU 

 

My category was initially targetted in May 2024 so if the rounds are going around again Im not surprised to be one of the first hit again, I know of one other toy seller whose also had a listing hidden in 2025

 

Has anyone had a categorical Yes/No on Switzerland/Turkey from Ebay, not that the actual legislation, what the platform is implementing? My understanding is that if we exclude, we will not be asked for Compliance Docs, yet Ive excluded and still getting listings hidden

 

Has anyone had/know of a categorical list of all countries in Black and White,

Like you I have made recent sales to Switzerland.

 

Switzerland has not yet legislated to introduce the new rules, but as a member of the EEA it is required to maintain close alignment with EU regulations and is planning to revise its legislation to conform.

 

The responsible Swiss authority, is currently analysing the GPSR to revise the Swiss Product Safety Act accordingly.

 

I believe EU countries are currently focused on products that present the highest risk; electricals, children's toys, etc.  Like you my sales are low risk (media related) so will come low down on that scale.  How long it will take to get around to low risk items who knows?  Whereas some of my items fall within an exempt category I continue to make sales with some that don't strictly meet the 100 year rule.
