Cross listing multi quantity discount promotions?

I've tried to set up a multi quantity discount on certain eBay categories which only appears to show on the individual listings that have multiple items available.  There used to be a way to promote mixed individual listings to show discounts but instead of manually having to add listings I want it to be available to all items within a category... Ie womens clothing, so people have the option to purchase a night dress with dressing gown and automatically receive the discount . Is it still a feature?

I used to use multi-buy discount across multiple listings, but I don't remember that it could be used for an entire category.

There used to be a banner that the buyer could click to see all the listings that were included in the multi-buy.  This disappeared years ago and now, as far as I know, there's no way the buyer can see all the items to chose from.

This is one of the reasons I closed the shop.
