My listings are currently set to exclude all postage locations except the United Kingdom. Today, I received several best offers from a buyer in Eastern Europe. The postage location was that country. Should offers like this not be automatically blocked as I don't post to that area? This has never happened to me before since I started excluding non-UK countries, which was a number of years ago.

If the blocks on countries that you have chosen not to post items to have failed to prevent unwanted messages from buyers living in those countries, then try adding the buyer's User ID to your Blocked Bidders List, making sure that you activate the option to automatically block messages from people who are on the Blocked Bidders List. Given that you haven't actually entered into a transaction with this person the blocks ought to come into effect from the moment that you save the changes to confirm that you want to block that buyer.

I am worried that if a potential buyer from an excluded country can send a best offer, can they also just buy an item and if so, would I be under an obligation to send it?

If a person from an overseas destination that you have added to your list of countries that you do not post to somehow manages to purchase the item then cancel the sale, citing "Problem With Buyer's Address" as the reason why. If eBay choose to look into the matter further and notice that the buyer lives in a country that you do not post to then they ought not to take any action against you.
In the event that you do have to cancel a sale from an overseas buyer who ought not to have been able to make a purchase from you in the first place then make sure you add the buyer's User ID to your Blocked Bidders List to stop him or her from attempting to make any further purchases from you. However, if this keeps on happening, I would be inclined to contact eBay Customer Services and reporting the matter to them. It may be due to a glitch that they're unaware of - if so then if enough people report it to them they might actually get off of their backsides and do something to stop any further recurrrences of the problem.

Well to be fair, you would have to actually accept the offer to be in that situation.
So as long as you don't have auto accept or accept without checking, then you should be fine.
Do double check your excluded locations. It's possible that you have simply missed something, which has allowed them to make an offer.
I suppose, that they could be based in another country, but have their location set to the UK.
Which I think, though am not certain at all, would allow the offer to be made.

Something else worth checking is that "Block buyers whose primary postage address is in a location to which I don't post" is checked in your buyer requirements.
However, this will not stop people who have listed a UK address (like a freight forwarder) as their primary delivery address from bidding or making offers on your items. eBay only looks at the delivery address, not the user's country of registration.

I had this the other week. Blocked off Germany and then a few days later got a sale from there. Even though it shows to me it’s blocked.
i had no clue what to do with the package. Cancel get a bad feedback or send so in the end i sent it. I don’t use GSP after the fiasco of a company getting in touch with eBay saying I manufactured their rings. And was selling them. I live in a small bungalow there no magical factory on the side.

What is the delivery service named in the sales record? If Germany was blocked it should not have been possible for the buyer to have selected a delivery service.

This is happening with me. Since Ebay have decided to interfere with everything to get themselves more money and control everything we do everything is messed up. I cant send invoices - I cant send combined invoices - I had everythng listed as GSP but when people bid GSP dissapears and leave me having to sort out postage and argue the toss about them having to pay taxes.
I decided to EXCLUDE ALL non UK countries - this shows in my account settings, it shows NO GSP and no non UK sales. This morning I have 2 bids one from Phillipines and one from Israel both BRAND NEW zero transaction ebayers on items finiishing within 12 hours so I cant delete.
What is going on? Ebay chat help 45 mins on phone kept giving me all kinds of *bleep*ola - then suggests I delete cookies and itll be fine - clearly its not as someone has bid on another item from Singapore while my setting clearly show UK only sales!.
They are just ignoring or overriding everything.

All my settings are correct - Ebay help calls are appallingly unhelpful - Ive had to ring about 6 different issues over the last 2-3 weeks not one resolved

Adding user ID isnt any sue as there are millions of them out there from non UK countries who i cant block. I assumes by not allowing non uk shipping - blocking/exclusing all non uk countries / Not having gsp listed - I should be safe - but

In buyer requirements the option states: "Block buyers whose primary postage address is in a location to which I don’t post". That setting blocks users based on their primary postage address rather than their country of registration so a non-UK registered user just needs to enter a UK address as their "primary postage address". Given eBay performs no address validation checks at all - despite doing so being a trivial thing to do - it likely doesn't even need to be a valid UK address.
For example, I have received orders from Channel Islanders who have entered their delivery address as something like "1 Some Street, Some Locality, Jersey, United Kingdom, JE1 1AA". A simple PAF file lookup would have prevented United Kingdom from being entered in the country field. Why eBay doesn't perform this most simple of validation checks is beyond me; especially as sellers are expected to post to the delivery address provided by the buyer...
