So....

I listed the item, Francis Lai – Bilitis (Original Motion Picture Soundtrack) and being wary of the way the Ebay bots treat even the hint of a naked female breast, I uploaded it without an image of the cover but a nice picture saying that no picture was available.

....Ebay took it down...

I went onto chat and the representative agreed that it shouldn't have been removed and passed it on the the relevent team for re-instatment..

Then today I get this...

We received an update from support team about the appeal, however we regret to inform you that it was denied because even if in the listing picture there's no nudity, if you will search it on Google or other browser, it will show a cover with a nude minor, which is why the reason it was removed. Please understand that you listed an item with item being modelled by Minor in image which shows nudity. We don't allow items being modelled by minors in suggestive nature. We kindly request you not to relist such items on site. Minor nudity is not allowed.

It seems crazy as there are other copies for sale on EBay, some sponsored, and they say it's because you could Google it.

As unfair as it seems, as you was trying to do the right thing, don't try listing it again as it could  lead to you having your account restricted.

I had to do a bit of googling and look at Wikipedia to help try and understand this. Here is the synopsis of the film as stated on Wikipedia:

 

Bilitis, a teenage schoolgirl, spends the summer with her aunt Melissa and her unfaithful husband Pierre, a couple whose marriage is strained, and develops a lesbian crush on Melissa. Meanwhile, she pursues Lucas, a local teenage boy, and tries to find a "suitable male lover" for Melissa.[2]

Bilitis' sexual adventure eventually lead to an unhappy result, and she decides to return to school alone."

It was directed by David Hamilton the famous photographer who committed suicide when multiple *bleep* allegations were made against him in his old age. 
People have been convicted in cases where David Hamilton's books were included in the seized materials although they were rated at the lowest level of seriousness. This must make at least some of them "contraband", goods which cannot be legally traded. I think eBay doesn't want to help people buy his works or run the risk of seeing illicit tidbits. "I got them on eBay" isn't something eBay wants broadcast on television news reports of pornography trials.

If as stated, other copies are on sale on eBay you should use the Report function to make sure that others abide by the rule and you are not unfairly penalised.

Yes,  there's quite a bundle of these lps on eBay this minute. EBay needs to be equitable once they have determined what is the right thing to do.

That might be different. I have no idea whether Glitter"s recordings have packaging bearing indecent photographs of minors; I doubt it as that would not have been merchandising relevant to his young teenage boy fan market.
