We had a message from ebay saying become a Top-rated Plus seller. I updated many of out listings to have Free Royal Mail Tracked 48 delivery, 30 days returns and a 1 day dispatch...but now it's saying even more of our listings don't qualify.
I spoke to ebay who said we also have to offer free returns, no matter the reason...is this correct?

yes free returns to become top rated plus, i declined the offer.
Top rated sellers used to get 20% off fees but now only 10%

You dont have to offer Free returns, you just have to offer returns and same day dispatch but you can set an early dispatch cut off time.

This is the 'official' line from the seller ratings blurb on the help pages. As previously mentioned its only a 10% discount on seller fees, but it all adds up is the way I look at it. The returns policy bit is misleading you need a 30 day policy, ours is set at buyer pays return postage and we get the badge, but obviously if its an INAD etc then as a seller you obviously pay.
Top Rated Sellers receive the eBay Premium Service badge on qualifying listings. Here's what buyers get with a eBay Premium Service item:
