Promoted listings not available

hi i cant seem to get promoted listings available. My account meets all the criteria and ebay said they have been investigating for over a week. its clear some sort of error on my account

Does anyone know what can be done?

The error on your account is probably that you are incorrectly registered.

I should add that the £50 plastic bottle placeholder listings you have, presumably to take advantage of zero or reduced FVF, is against eBay policy.

I'm also experiencing this issue. My current auction items do not show us as being eligible for promotion. Previous listings have been eligible.  Note: I'm a private seller, not a professional.
