You do not get rid of that banner you need to act on its advice, that is, to update your account details.
This means checking the bank account you registered for eBay's Managed Payments ( have you done this), for 2 micro deposits eBay send to that account. Then, eBay know they have the correct bank account to send your payments to.
They are tiny , easily missed and do not appear instantly, mine took 5 days to appear, keep checking. Once there, you add them to that message in the red banner. Once correctly added, eBay take back those deposits, that happens quickly !
This explains eBay Managed Payments all sellers have to register for this to receive payouts from sales.
