Refund

I purchased an item that I no longer needed. I asked seller if I could return item personally as the seller didn't live too far away from me. The seller said yes and for me to cancel my online return through eBay. 28 days have passed and the seller is refusing to accept the refund now. How do I move forward?

You can't through ebay.  They will only help if you have online tracking showing delivery or attempted delivery,  which you don't have.

You only get one chance with a return, once you cancel the return case, then no way to forceca refund.
