I refunded an item about 3 weeks ago payed by Apple Pay debit and still no sign of money in my account anyone else had the same issue or ?

Please explain better. If you refund MONEY IS TAKEN FROM YOUR ACCOUNT, NOT PUT INTO YOUR ACCOUNT.

Refunds by apple pay can take 30 days to appear.

An bay notification should let you know you were refunded.

No, you didn't. You requested a refund; it was your seller who refunded it! Hence the confusion caused by your question.
