I can't find the answer to this anywhere and I can't find how to contact an agent. I was forced to issue a refund for non delivery of an item, which the buyer admits has now turned up. How do I now receive payment for the item?

With difficulty, unless you're lucky. eBay allows buyers to open a money back guarantee case if an item is only one day overdue, and requires the seller to respnd within three working days. This is long before Royal Mail even accepts that the parcel is lost. If the buyer then keeps both the refund and the item when it arrives eBay does precisely nothing to support the seller - even with proof of delivery.
This is just one more reason why eBay has become such a risky place to buy things, especially anythng of value.
