Did the phone sell but the buyer did not pay? Then you will owe seller fees, because these are charged the second the item sells, and not when the buyer pays you.
To receive those back you had 30 days to open a case for unpaid item, then the seller fee is returned.
This period must have lapsed if eBay are sending debt collectors, and they will, so you do need to pay that seller fee now.
There is no email for Bay, contact eBay Customer Services to pay this.
