Fed Ex invoice for VAT and Disbursements - Fake of Fact

I recently purchased an item from India via my ebay account. It arrived in a few weeks. Later that wee I letter suposidly from Fed Ex arrived containing an invoice for VAT and Disbursment to the amount of £51.47. 

When buying through ebay, i thought vat was included and as the item was listed as free shippijng, I think this mught be a complex scam. Anyone else had a similar experience?

If your item was over £135 in value then VAT and Customs Duty would need to be paid this end. 

FedEx pay it on your behalf, and then bill you for it plus their admin fee.
