the question about cancel the deal

Hello guys.I have bought a computer and paid money with my credit card not paypal. And the problem is my order is sent to Paris which I have already paid the postage but the seller said he will not ship unless me to pick up. I want to cancel the deal, but the seller never answers me the email and I wondering to know whether I can get a refund if I did't use the paypal?

Ring your card provider and ask them to do a chargeback.
