states free post but every one gets charged postate to get their item.

I had to pay £5.40 to get my package from a seller at the post office and he states free post. I looked at his feedback and all the neg ones had to pay. How can i report that person?

It sounds to me as though the seller is a bit of an idiot who doesn't give any thought as to how much he/she is realistically going to have to pay in order to post the item without paying less than the required cost of the postage needed to send the item.  All you can really do would be to leave negative feedback stating something like "Seller failed to send with sufficient postage so I had to pay the shortfall.  Avoid!"  If the seller doesn't have the common sense to learn from their mistakes and keeps on getting negative feedback for the same problem then eBay will no doubt cotton onto it at some point, in which case the seller's account may well end up being suspended.
