returning an iten - how do I change postage amount for refund?

Hi there I purchased 2 items & the seller combined the postage.

I'm returning one item - how do we change the amount of postage to be refunded?

Is this done by the seller or the buyer?

Neither of us can work out how to do this (or where it is located)

Seller goes to the original payment in paypal and finds the Refund Link. He can't specifically refund postage, just any amount that is required.
