Buyer not got one report of any feedback at all . as a seller or buyer . due to previous experience I have a feeling he's going to say he didn't receive item even if tracked . I sent him a message to ask if a new ebayer . there's no reply . thanks

Just what are you going to do if the buyer comes back and says "we all started at zero, even you".
Treat the buyer as you would like to be treated; if they have paid then send the item signed-for to their Paypal-registered address.
