Find the payment in your Paypal account, click on it to show more details and you will see a "Refund this payment" link. The Paypal fees will automatically be refunded.
To get your eBay final value fee back select "The buyer and I agree to cancel a transaction" for the item in your Resolution Centre (quick link at bottom of any page), and ask the buyer to agree to the auto email they'll get.
