Hi everyone,have had a buyer not paying for an item and I would like to contact the next highest bidder to see if they would be interested in the item at the bid they submitted.I do not know where I am able to find their details to message them .Can anyone help p!ease????

You need to get the first transaction closed down correctly first. If you haven't already done so then open an unpaid item dispute:-

Run it for 4 full days timed to the second you opened the case, not calendar days. If stil unpaid, close the case just as soon as you see the option to say "no" to the question "did the buyer pay". At that point you get any final value fees refunded, the buyer gets a strike and you can make a 'second chance offer' to the underbidder, assuming that they have not blocked offers
Add the non-payer's id to your blocked bidder list immediately and make sure that your buyer preferences are set to block people who have 2+ unpaid item strikes in 12 months etc.
