Shipping sold item

Hi,
I have a question if the seller has right to keep an item which I already paid for until the paypal is holding the money in their account? Thanks.

Is the seller new?  Perhaps they do not know when to post as Paypal hold seller's monies for up to 21 days.  If they are new, perhaps message them and ask what the message is on the paypal transaction for your item.  If it says OK to post/send then tell them they can safely post out your item.
