eBay impose limits on new and occasional bidders in an effort to stop people getting carried away and ending up with lots of wins that they then cannot pay for. In time, as you build up a good track record for buying, the limits will be eased and then removed.
Have you linked your Paypal and eBay accounts? Do you have a credit card on file? These things can make a difference.
