Received invoice BUT Not sold any items

Help please! Got invoice  for july 2017. Not sold on ebay for 2 years  and no arrears outstanding.   How do I contact ebay re this without a phone charge ?

If you owe less than £1 in fees, ebay do not normally invoice you for it,

however someone the other day said they received invoice for under £1, ebay said they sent it to keep fee invoice active.
