Paid for item not received. Time elapsed. Seller ignoring communications

In July I bought and paid for a set of painted toy soldiers

£310!

It is now long past the agreed date for these to be sent to me. I have sent several eBay messages and also two direct emails over a period of moer than a month. No response.

Despite that, he has made recent listings of a similar type.

The eBay 'Help' pages seem to send me round and round in a useless loop.

If the seller would respond, I would be sympathetic and allow more time or take my money back.

Other than Small Claims Court, do I have any worthwhile options?

eBay don't do emails and you are out of time for a case in their resolution centre.

Log directly into Paypal and open a case for item not received.  Escalate the case to Paypal within a maximum of 20 days; this is timed to the second that the case opens so don't miss the deadline and don't close the case on the seller's say-so because you won't be able to reopen it.
