I've paid for an item but the seller won't respond

I've paid for an item which is collection only. I've asked the seller three times when I can collect but had no reply. I want to cancel but eBay
Say only the seller can cancel. If they won't reply, how do I get my money back?

If necessary you will be able to get your money back by opening and escalating a "Not received" case in Resolution Centre (bottom of page).
