If I click "sell" and select the "Fixed Price" option (and "Add Best Offer") - is that what ebay is calling a "classified ad" in it's list of fees?
Would I pay 10% of the final value or not?

nope, that is a fixed price buy it now and you will be charged 10% final value fees,
to list a classified ad you have to use the advanced listing tool and choose the 'classified' tab
