No ebay will not deal with it.
Sellers do not have to cancel orders if they dont want too.
The only exception is if they are a business in the UK
Private sellers or overseas you do not have that right
If you bought an item and have not paid for it then the seller is within their rights to open a non payment dispute
You get a non payment strike on your account
