Can I cancel a sale to someone in UAE who only opened his account today and appears to be using a Post Box as his address. I would rather sell to the underbidder who has good feedback.

No you can't just back out. Your listing offered to ship to that country and we all start at zero so eBay will expect you to honour the deal. You need a valid reason to initiate a cancellation request, which you don't have. You could issue an 'out of stock' refund which would give you a defect on your account and open up the possibility of negative feedback, which eBay are highly unlikely to remove.
You cannot guarantee that the underbidder will accept a second chance offer either.
If you don't want to ship to that country in the future then set your postal exclusions correctly and make sure that your buyer preferences are set to block bids from people registered in countries that you don't post to.
