Buyer changes mind

Hi Folks

After paying for an item which was for collection only, the buyer asked me to send it and said he would send postage money. That never arrived and now he says he's changed his mind and doesn't want to buy. Do I just contact paypal and tell them to refund him?

No, you issue the cancellation request (buyer changed their mind) and the refund is a part of that process.  Follow eBay's prompts.
