Bill for first sale

Hi. I sold my first item as non business seller, and when I listed it, it said no fees needs to be paid. Now after I have sold it ebay sent me a bill. How is that fair? Shouldn't they state it when I did listing?

It may be free to list items as a private seller, but these is still a 10% final value fee on the the total selling price. Plus various other, optional listing features that have to be paid for whether the item sells or not.
