Seller asking for my bank details as he says he can't refund through eBay.

There's no help option for this one. No resolution centre I can contact because it doesn't fit their stupid menu options. I paid for an item. The seller then said they'd run out. I asked for a refund. He says there's a problem refunding through eBay and has repeatedly asked for my bank details.

Your seller ought to cancel using "Out of stock" but probably doesn't want to because he will get an account defect and lose his seller fees. This would give you an automatic refund.

 

So wait until the last estimated delivery date has passed and open an "Item not Received" dispute from your purchased items page. Escalate after 3 full working days for your refund.
