But I did not receive any reply from ebay customer service.

What should I do from now?

Did ebay ignore me?

I received the nutral feedback.I reported this buyer to ebay 1 week ago.

You can contact eBay Customer Services advice them the buyer is asking for something totally out of your control.  You have no control over any custome duty a buyer needs to pay.

 

First you need to log out of this UK site,  and lg into www.ebay.com to continue.

You will continue to have difficulties if using a UK Registered account to sell from Japan ... UK site Default rules on paying Import VAT and any Customs Duty will be applied on Sales made.
