If an item doesnt sell do you get charged a fee for relisting it?

Do I have to change from Paypal as the way reciepts as a seller are handled or is this new ebay payment handling compulsory?

My selling total is incorrect as it seems to include an item that a buyer did not pay for which I have now relisted. How can I get that amended?Also how can I stop an item being automatically relisted if it isn't selling?Having difficulty with thisTh...
