A buyer bought a new boxed item from me and has had this a month. Now says its not working but admits it has been working.Where do I stand?

Case closed by eBay but no refund issued

I sent my ill-fitting dress back to China at my own expense expecting a refund but eBay has subsequently closed the case despite the fact that I didn't ever get my refund from the seller. Can anyone advise me please?
