Is it technical issues that are preventing you from listing or has eBay suspended your account. If it is the latter then from previous posts they do seem to remove the majority of ways to contact them unfortunately.

Unfortunately entering tracking only if there is a problem does not prevent late defects either as eBay still defect you and if you appeal they refuse to remove it as you failed to upload tracking details at the time of the postage to allow the buyer...
